An inclusive development does not only rely on economic growth but also the creation of equitable access to outcomes. Government spending has an important role in promoting efficiency and as well equity. Meanwhile, financial inclusion is believed be able expand opportunities contribute growth. Previous studies have proven influence both with varying results. This study aims analyze impact government fields health, education, economy, social protection, Using panel data from 34 provinces Indonesia 2015-2019, this applies a random effects model. The results show that education level can foster finding confirms public investment will increase human capital labor productivity, competitiveness wages, while inclusiveness services increases more affordable credit. On other hand, negative due gap. health protection no implication policies must directed at ensuring people's opportunities. Monitoring provision active assistance needs improved.
